I agree that the only real military plans, actions and war like acts, up to and during Anderson's move to Fort Sumter, were those made by federal troops. State actions were limited to posting a guard on the streets of Charleston around the armory and the patrols made by small boats in the harbor. No other acts or military threats, by the people of South Carolina, are known, unless you consider a secession convention a military act.
