While at the same time building an Army from local Mitilia companies and volunteers, and a Navy from what was left sunk and burned at the botton of Norfork Naval yard.

While yes they did make mistakes in allocating their personnel and limited resources, They did a far better job with their limited resources than their counterparts which squandered much more of their resources with their constant changing of commanders and other such. Lincoln didn't seem to get along with his Generals either until Grant came along.
