General Lewis didn't use the word 'never' in his testimony, but it is strongly implied but this statement.

"They were ready to fight for us if we had [ever] brought them into requisition."

Volunteer militia in defense of New Orleans in 1862 reported to General Lewis of the State of Louisiana. If he said the LNG was in service under his command between Feb 15th and April 25th, 1862, that statement would have to be respected.
