In the State of Louisiana, the mayors of towns may demand a detachment of militia in case of "conflagration, or other public exigency," to preserve order and protect property.
I believe Lewis was speaking of a more expanded role....

Militia requisitions--- means there is usually money involved.
General Lovell didn't call for the militia of New Orleans under Lewis until the Union fleet was five miles away on April 24th. He called for 1,000 men, and only 140, under Captain Dupiere, showed up.
