Not necessarily. The 30th Arkansas in the 3rd Brigade carried a blue flag, with white border, and white St. Andrews Cross that looked a lot like todays national flag of Scotland. Also, not every battleflag is recorded or was saved. There are reports of a Confederate unit, I believe from Louisana, that carried a black battleflag with white crossed bones and white skull; better known as the "Jolly Roger".
