I believe that the S.C. Department of Archives and History has a volume of conscript registrations for 1862. I have never seen it, but you might check with them. Their records are not very user friendly, and you will unvoubtedly ahve to pay them a visit.

C. D. Melton was commandant of conscripts in the latter stages of the war. There may be a small collection at South Caroliana Library on him.
