Does anyone know where I can find letters of congratulations that were submitted by Secretary of War, James Setton for the Soldiers of the Civil War. I know that the Generals wrote letters after the Battle of Murfreesboro and sent copies to the Secretary of War, after the commanding Generals signed the letters, sometimes giving promotions or placing their names on the Roll of Honor.
