Basil J. Graves Confederate soldier or Pension Fra

Basil Jenkins Graves born Blount Co 1846 D. 1918 Cullman Co. Basil claimed to have joined the Co B 1st Al Cav. CSA in Nov. 1862 and served till close of War.
Applied for Pension in Cullman, May 1899 because of bad heart and weak eye's. Pension Board approved his claim. In June of 1914, the State notified him that there was no Soldier every recorded as having served with, captured or paroled by his name and he had 20 day's to respond. He didn't respond and was stricken from the rolls. Well it looks like he re-applied in 1915, and was again approved a pension. It seems he drew it till death then his wife applied for a widows pension, and approved.
Now I have searched for this man, in both the 1st Cav and the 12th Cav. I cannot find anything.
So was this man a Vet or a Fraud?
