Prisoner exchanges still went on in 1863 - keep in mind that the Vicksburg garrison of some 30,000 men and those of Port Hudson as well were exhcanged and this was at the same time as Helena.
The policy did not really sink in until 1864 - and even then there were still prisoner exhanges, including in the Atlanta Campaign in October, 1864!
