Don't forget that in early 1862 Gen. Earl Van Dorn had called for a new round of enlistments before the conscript laws went into effect. He did this in preparation for the coming spring Campaign (i.E. Pea Ridge) and many of those companies were organized in February and March of 1862. One of the regiments was Carroll's 18th Arkansas Infantry.

As for the Conscript law in May and June 1862 many units such as the 19th Arkansas and the 33rd Arkansas actually sent companies and recruiting officer back to their community to enforce the conscript act. This is how the 24th Arkansas and Crawfords Battalion were formed at Sulphur Springs, from the "extra" men of those two units plus a few conscripts raised in Jefferson County.
