Well after a little more digging it looks like the list of Regimental numbers was probalby added later, probably in 1861. When you compare Regimental Numbers to the dates some counties were created, it is apparent that the numbers were added after 1860. I think they probably did not have a Regimental numbering system from about 1826 until 1860.
