Here is what the State Military Board intended, in its July 1, 1861, order designating mustering officers --

Benton—Brig. Gen. Geo. M. Holt—11th Arkansas Infantry.
Pine Bluff—Hon. John S. Roane—9th Arkansas Infantry.
Arkadelphia—Hon. Harris Flanagin—2nd Arkansas Mounted Rifles.
Washington—Capt. Edward W. Gantt—12th Arkansas Infantry.
Dardanelle—Capt. Joshua L. Hollowell—15th Arkansas Infantry.
Springfield—Maj. Gen. Thomas D. Merrick—10th Arkansas Infantry.
Yellville—Brig. Gen. Evan W. Turner—14th Arkansas Infantry.
Jacksonport—Hon. William K. Patterson—8th Arkansas Infantry.
Carrollton—Capt. William C. Mitchell—16th Arkansas Infantry.
Harrisburg—Col. Adam D. Grayson—13th Arkansas Infantry.

In actuality, however, the 16th Arkansas didn't get organized until later in the year. Mitchell mustered the 14th Arkansas at Yellville and was elected colonel. The 15th Arkansas was mustered as the 3rd Battalion Arkansas Infantry, and by the time it reached regimental strength, Gee's and then Cleburne's regiments had already taken the 15th Arkansas designation (due to poor communication between Little Rock and Richmond), so it was designated as the 21st Arkansas, later redesignated as the 15th (Northwest) Arkansas. Only two companies of the 2nd Arkansas Mounted Rifles organized at Arkadelphia. The regiment was actually mustered into service in camp near Bentonville.

To add to the confusion, another 14th Arkansas and another 21st Arkansas were later organized.
