For what it's worth, in the nineteenth century rockets were routinely used as signal devices by coastal and riverine forts and by both naval and civilian ships and boats. U.S. Navy ships, for example, fired rockets to indicate that they had spotted Confederate blockade runners and were in pursuit, that sort of thing. I would doubt that the reference indicates a weapon.
