I would contact the VA Headstone section. They can tell you what is needed. They are getting pretty persnickety these days and want lots of "proof" before they cut loose with anything. Without actually talking with them I am sure you would have to have photos showing broken markers (these must be VA markers) they will not send VA markers if civilian style markers are there and broken.
