No, if it has been previously marked they will not take the responsibility of marking it... They are under all the tight financial ramifications and will not mark anything except that which their own law and statutes state they have to mark. So, if it is unmarked they will provide a marker. If you can prove the death and the facts that the remains cannot be identified or marked etc etc, they will provide a memorial marker (with mucho proof and letters and documents) and if it has been marked with civilian marker, then it is up to the civilians to repair or replace the marker. Remember this is a govt agency with government oversight....they will not take responsibility, physically or fiscally except that which falls within their regulations. They have even got to the point they abuse their regulation, and donot do what the documents say they will do at times. Then you have to get your congressman/senator to assist you and they definately do not like that.
