Well perhaphs the register will work and you must tell them that since they can't id his grave in the cemetery there where other of the sick were buried, the family would like the memorial marker for placement at home. They may offer to put one at Mississippi but hold out and you have to tell them that unless they, the VA, can prove where his grave is you want it back home. If they still balk just thank them and let them know you will be requesting assistance through your US Congressional delegation. THey DO NOT LIKE having to deal with Senators and Congressmen. Trust me, last time I used mine they called me and told me there was no need to involve them, that we could work on it...however, I too am inthe middle of trying to get some markers for men killed or died of wounds onthe battlefield and they have asked me for burial records too! Come on, battlefield burial records from Chickamauga? ANd then the other two were buried by the Yankees there at Iuka and they sure didn't keep records of CS burials. I dropped the congressional word on them and am waiting to see what they say. THe more of us that use that, then maybe they will ease up a little. Keep me posted and good luck! Folks are in for a rude awakening when they think they can just go ask for a marker for grandad, but unless they know where the grave is they are going to have to fight, tooth and nail to get it.
