Sorry, I don't know anything about Iowa regiments as my research is primarily, NY, MS and VRC or Artillery related. It is possible that they wore a distinctive uniform, but the one in the photo in question is a VRC uniform, I am willing to bet on it. You have remember that the sky-blue uniform of the VRC was very unpopular.
