I have every submission by drawing to the Flag Committee and all of the correspondence related to the committee from my research in the National Archives and the Philip Thian book of the flag scrapbook at Duke University (and the copy sans drawings at the VA Historical Society). Marschall and Smith are simply not there in any form.
