The 14th Va had been stationed in Eastern Virginia since about July 1861 at Jamestown, Newport News, Hampton, etc. working on various defensive fortifications under Magruders orders. They still remained in that theater of operations over the winter, thus the assumption that they most likely did not recieve one the early "pink issue" flags hand presented in Richmond in Nov 61. Also just seemed more likely to have received one of the Magruder ones since they were down there fairly early on and remained there during this time frame.

The 14th was briefly moved to NC as reenforcements during the Roanoke Island and New Bern events of Feb-Apr 62. but werent used, so also a probability they may have missed the flag issue, but were thought to be back in that area before it took place. They then were pulled back towards Richmond with the general withdrawl till engaged at Seven Pines in May. Knew they recieved a 2nd bunting about May or so since its bullet riddled condition after the Malvern Hill battle was commented upon.
