I read Vore's letter very differently. Vore is informing Maxey that he is going to propose a plan for a spring council with the western tribes and suggesting the Seminole and Chickasaw Battalions should attend that council. Also, that beef should be provided for that spring council, which he calls the 'Grand Peace Council of the Prairies'. He is going to propose this plan in three days at the 'Grand Council of the United Nations' at Armstrong Academy. He is asking Maxey to support the plan and to commit to providing beef for the council.
