On further reading, I agree that Vore was referring to the Peace Council of the Prairies when suggesting to Maxey that the Seminole and Chickasaw Battalions should (also) be invited. Perhaps the reason Vore suggested this act of equality (or inclusiveness) was because the Seminole Battalion and the Chickasaw Battalion were not at the Grand Council, but out on western Frontier Duty (so perhaps LC John Jumper was not at the Grand Council meeting after all). It appears that most of the rest of the Indian headmen were. W. P. Adair's letter at Choctaw (Armstrong) Academy to General Maxey on February 5 (the day of Maxey's speech) shows that Cherokee headmen Col. Watie and Col. Adair were at the Grand Council, and both were in on the plan to strike the Federal Gold Trains in Southwest Kansas. (See Vol. 34, Part II, p. 945-46).
