A lot of men from Kentucky not in the war?

SOmebody on here last summer stated that our state had a lot of men that were of military age that did not fight in the war. Did they just dodge the draft and hide? were most of them from East Kentucky and hide in the hills? SOmeone on here stated that over half of men from Franklin County did not fight in the war. Did they hide in the hills by the river? I thought a lot of men from our state served in the war per capita, but maybe I was wrong.
