The Washington Blues' role in events leading up to Camp Jackson is well known. The original question was, What was the first name of the Capt. Kelly who was involved in the gunpowder affair, and what became of him. Thus the efforts to tie him authoritatively to a specific unit. Certainly the 1873 History of St Louis County and City and Encyclopedia of the History of St. Louis are authoritative. I didn't see them listed in your original response, or the St. Louis Republican citation, both of which are very helpful. I don't have access to them--do they specifically refer to the commanding officer of the Washington Blues company as having a role in the transport of the gunpowder? The role of the company in events leading up to Camp Jackson is well known, but what is being sought is its role in the gunpowder affair, so a first name can be put to the many references to the nebulous "Capt. Kelly." Jim McGhee's cites on the link you provide are great, but didn't answer the specific question at hand. Cross referencing the McNamara cite of McGhee, to the unsourced National Park Service Museum Gazette, would seem to indicate that the McNamara material is dispositive of the question. In any event, you have done a fine job helping to clear up the question....
Regarding Frank Blair pushing for the amnesty of the Kelly brothers, I wouldn't be surprised to find his name on many more such applications. As the state's leading Conservative Unionist, he was at the forefront in the attempts to bring normalcy back to Missouri and the efforts to revoke the onerous post-war requirement of a test oath for public figures (it was his very close friend and ally James O. Broadhead who set in motion the legal skullduggery that ultimately resulted in the oath requirement being overturned).
