I agree.

In my opinion the turning point was not a particular battle. But the change of policy regarding the usage of the Union Army superior resources (i.e. U.S. Grant). Once the federal Adminstration, primarily Lincoln and Grant, decided that the conserving the lives of the avergae Union soldiers was not important that was the point that the war turned.
