It looks as if J. W. Bush is showing his old "Volunteers Corps" distain for the old local militia. The National Guard program took over the militia and reserves system in 1903 and I bet the negitive attitudes between the four types of services (Regulars, Volunteers, Militia, and Concripts) carried over into the new century. Things never change.
