As a paying member of the MOC here is my opinion: NO insults intended on anyone:

Essentially, VA Commonwealth University medical school, hospital and buildings in their complex have completely encircled the MOC with tall buildings. As a result, no one can find the place and their number of annual visitors has dropped sharply in the last few years. Their (BOD) solution has been to whine, beg for more contributions, go to the state legislature asking for money while continuing to spend at the same rate. I believe they are very top heavy with management type people, ED, Historians, fund raisers, etc, and I have seen no real action to reduce expenses to compensate for the loss of revenue other than laying off a few folks. It is a real can of worms.
The MOC board in my opinion is a group of self perpetuating folk who mutually praise each other and are pretty much immune to the SCV other than the criticism which can be brought to bear on them. MOC’s President/CEO Waite Rawls is a lawyer by training, a 1970 graduate of VMI, and I have serious doubts if he is the correct man for the job. He moved to Richmond from Chicago a couple of years ago, was forced by the board to renew his SCV membership which he had let lapse.
I wonder why he is not practicing law? I think Rawls' different pronouncements, such as the MOC is considering selling artifacts, is nothing but a bush league bluff. I know it is a 501 c 3 tax exempt organization, and I presume that it is a corporation. Apparently, the artifacts are owned/controlled by this board of directors.
The VA division SCV is after them with vigor and has made several PUBLIC announcements that anyone can view.

The MOC does have within it's membership many who want nothing more that to save it. Good folks such as COL(r) J.E.B. Stuart IV is an emeritus member of the MOC board, so we do have some muscle if needed. I have been told there are 14 different places that want the MOC. Myself and other members believe nearby Henrico County is the best location because there are no strings attached, and we have been assured no one there is concerned about political correctness. Mimi Elrod on the Lexington VA city council wants nothing less than the name Confederacy dropped, she is a self proclaimed and widely known liberal who was beaten in a run for the state legislature and apparently settled for the town council. I do not believe the MOC will be going there to Lexington. I think it is definitely going to move somewhere, and apparently the Confederate White House will remain to further deteriorate and receive few visitors.

There is a huge disagreement among SCV members/factions about moving it. Unlike say the Alamo, which is sacred ground where much blood was shed, I believe the White House of the Confederacy could be disassembled, moved and reassembled without destroying the character of it. There are many in VA who vehemently disagrees with that notion. From a business standpoint the MOC needs to move, and also in recent years Richmond has become a somewhat hostile city to Confederate monuments and memorials.

Having said all of this it still would not hurt if those of you who are reading this post and are truly interested in saving the MOC would send them a small donation in the meanwhile. Better yet become a member! They actually do have some pretty good bennies that come with membership and have several different options to choose from.
