Wouldn't you say that 1862 was a bit late to be talking about "Compensated" emancipation of the southern slaves? Therefore, it would have been an empty and purely political proposal. The South by that time had fully committed to their own independence to make their own decisions about their future.

Again if Lincoln offered of compensated emancipation was such a welcomed alternative, why didn't Missouri, Kentucky, Maryland, Delaware and other slave owning portion of the United States not then engaged a warfare for their independence, not accept Lincoln's offer? Was it an all or nothing deal?

Truth is the offer must not have been considered to have been made in "Good faith". After all Lincoln already had one such program in Washington DC in place where Slaves were bought for only $100 apiece and the shipped back to Liberia for "recolonization". I believe that 3,000 such slaves were recolonized in this manner by 1865.

So forget the South, why didn't the Northern slave owners take advantage of this?
