Lincoln drafted a Bill for Compensated Emancipation in the State of Delaware in November of 1861. The bill was promoted in the Delaware legislature by their congressman, but it was never introduced. See Collected Works of Abraham Lincoln, Vol. V, pp. 29-31. On March 6, 1862, Lincoln called on Congress to pass a joint resolution for providing compensation to any state that would adopt a system of gradual emancipation. Id., at pp. 144-146. On July 12, 1862, Lincoln met in person with the representatives and senators from the border states to again urge them to support the resolution proposed in March. Id. at pp. 317-319.
