The idea that the southern states were not offered options is incorrect. Lincoln, in the Preliminary Emancipation Proclamation issued on September 22, 1862, gave the states until January 1, 1863 to cease their rebellion and it did not apply to any who complied. It also called for Congress to offer compensation for those states that would adopt a system of immediate or gradual emancipation.
