The war on the maritime industry of the North by the Confederates is not comparable to the acts on the war on civilians by the Union forces. The goals and means are totally different. Much of the Union actions were for monatary profit, either personal or to support the war. The Confederate goals were to cut into those war profits by attacking a main source of money.
