Doyle, the only response I can give you is that with even the modicum of an organization, we should be able to achieve a Concentration of Force. Without an organization, there will most certainly be a Dissipation of Force - that's just in the nature of entities that are composed of not much more than a loosely knit gaggle of individuals.
