I don't have enough on Scott or Buchanan to answer your questions. Anderson did disobey orders and destroyed government property without cause, but the modifications to Fort Moultrie were started under Col. Gardiner before Anderson was sent to replace him- with Anderson making some changes of his own. The only conspiracy evidence available is the Lincoln/Doubleday connection- and that was talked about in the Buchanan White House.
