The Manuscript is likely the paperwork related to a claim by an undertaker in Staunon to the Confederate Government for services, and the subsequent payment by the CS authorities. Sometimes those services involved providing a coffin and burial; other times it was just providing a coffin and shipment of the remains to a distant location. I have not seen Manuscript 1463, but have looked at 1464, which reflects a payment on 6 December 1862 to A.R. Chandler, undertaker, Staunton, for a coffin and hearse provided for Pvt. J. Hutts, 42nd Va., on 18 November 1862.
