A minor correction: the other monument at Pea Ridge is entirely Confederate. It was erected in 1887 and commemorates the three Confederate general officers who were slain in the battle: McCulloch, McIntosh, and Slack.
The absence of Union monuments in Arkansas is really striking given the large number of Arkansans who volunteered for service with U.S. military and naval forces despite all the dangers and difficulties that entailed. I can't think of a better demonstration of the effectiveness of the Lost Cause movement and the "Confederization" of the state in the 1890s.
