Reconstruction ended when the last of the Federal troops stationed in Southern states were withdrawn. Reconstruction by Congress reflected the will of the people in the Northern states. If a Northern congressman lost his seat, it was usually because he was 'soft' on Confederates and post-war policies towards them. Andrew Johnson was impeached for that reason.

I don't understand how the placement of courthouse monuments a century or so ago "proves" anything about Reconstruction, which ended in 1876/77. Can you explain?
