Since the officers and men from Arkansas being discussed enrolled in Federal service, were paid by the Federal government and received Federal pension support, doesn't it seem proper that monuments and memorials should be provided for by the Federal government?
Major national battlefield parks like Shiloh and Chickamauga are littered with hundreds of monuments and memorials to Federal regiments and their leaders. Southern states were hard pressed to provide a single marker on any given battlefield. Given the disparity, I think it proper for the State of Arkansas to take steps to be sure her sons were properly honored in the major parks first.
