Alan

What is the date of your reference to McRae as Inspector General of State Forces?

The entry in the "List of Militia Officers" dated 15 March 1861 says "Capt John C McCauley, Capt Vol Company Infantry, "Ark Guards", Vice D. McRae, Promoted" Which makes me wonder if that is a result of McRae's promtion to Inspector General.

It could also have something to do with the fact that the White County Militia was re-organized on 11 March to consist of three regiments:

64th Militia Regiment Col. John F. Hicks 11 March 1861 White
65th Militia Regiment Col. Dona Rogers 11 March 1861 White

I will check tonight and see if McRea is listed on the staff of either of these Regiments.

It appears that McRae probably received direction from Governor Rector to establish Camp Rector and act as the enlistment officer until a regiment was organized.
