Blocher = Blocker

Does everyone agree that the Lieutenants Blocker and Cook referred to below are actually William D. Blocher, and James Cook formerly of the Pulaski Light Artillery?

Little Rock Arks July 28th 1862.
Special Orders No 47 }
V Lieutenants Blocker and Cook, of Artillery Corps are authorized to raise a volunteer Company of Artillery for the Confederate service for the war. - They are authorized to enlist persons from any section of Country. - When the Company is raised Lieut Blocker will be appointed Captain and Lieut Cook, Senior 1st Lieutenant, with such other Officers as Lieut Blocker may recommend.
