I am unaware of any labeling of the names. My uncle wrote a letter to the paper, identifying my great-grandfather. I am linking a copy of that letter below. (Unfortunately, my Uncle Tom got a lot of his facts wrong when recounting family history, so I wouldn't trust his letter very far, except for his identification of Sgt. Watts.)

I would suggest that you check the back issues of this newspaper to see if anyone else wrote in to identify men in the picture, or if the newspaper published a follow-up. Unfortunately, I can't even tell you with certainty which newspaper this is, or the date the photo was published.It was most likely the Walker County Messenger (given the focus on that county in the photo caption), but it could conceivably be the Chattanooga Times or Chattanooga News/Free Press. (Those two papers are now merged as the Chattanooga Times Free Press.) The photo was probably published sometime in the late 1950s to mid-1960s.
