Forgive me for not elucidating the reference in the OR in my prior post. See the correspondence begining about page 653 of Chapter VIII in Series I Volume I. The Blair letter is on page 656 and Harney's response on 657. Several entries from Lyon are on the next few pages. Beware the correspondence is not in chronological order as published in the OR, so pay attention to the dates on the correspondence. The Price/Harney agreement is found in OR Series 1, Vol. III pg 374-375 along with several other documents written at the time in the following pages.
