I don't know about Mississippi, but there was a regular dog tax in South Carolina, which was levied by each school district, but was done statewide. I apparently was begun in Reconstruction, but continued into the 20th Century. It was $1 a dog, which in the cash strapped 1800's in the South was a tidy little sum. It was used to help support the schools in each of the school districts.
