Well, Lee, after a bit of Googling, I did fnd the following LSU Special Collections reference to an 1865 dog tax in Natchez at http://www.lib.lsu.edu/special/guides/civwar.html

"Mitchell, A. S. Lieutenant Colonel. Receipt, 1865 March 15. 1 item. Location: Misc:M. Receipt for a dog tax from the City of Natchez, Mississippi, to A. S. Mitchell. For further information see online catalog. Mss. 3666."

. . . I found a reference to an Alabama dog tax, not to support schools, but to reduce the number of dogs,

"MOBILE REGISTER AND ADVERTISER, February 4, 1863, p. 1, c. 6

Dog Skins.—The agricultural papers of Georgia have been complaining for years of the immense number of dogs in that State, and a heavy dog tax has been advocated as a means of reducing their number, but in vain. The plague seems now in a fair way to be removed, as dog skins are in great demand for the manufacture of cotton cards."

My googling turned up dog taxes in the North and South and many countries overseas. Seems the pols found dogs a good source of revenue - to offset their killing off livestock and sheep, being a nuisance and, in general, as a way to reduce the large number of dogs in various cities and counties.

However, no reference so far to a dog tax being levied at the state level, particularly in Mississippi.
