I fail to see why they would have wanted a high tarrif, where would it have been imported from?
I don't know, I recall reading that Congress enacted a protective tariff in hemp about 1841 or 42 that caused the industry to boom. Maybe it had something to do with hemp being more a domestic seller than an international one like cotton. I also believe there was a protective tariff on rice in Louisiana, but there again, I have not read much on the subject.
