There has never been an American political entity known as the "Confederation of States". The government established under the Articles of Confederation was called the "United States of America," and this name was continued under the succeeding Constitution up to the present time.

There was no confederation, confederacy or alliance of Southern states until representatives of the states of South Carolina, Mississippi, Florida, Alabama, Georgia, Louisiana and Texas met jointly at Montgomery, Alabama, on February 4, 1861, to proclaim the formation of the Confederate States of America.

Therefore, during the time that Teresa is asking about, the term "confederacy" (lower-case "c") had no sectional connotation. Not until the establishment of the government of the Confederate States of America did the term "Confederacy" (upper-case "C") come to refer specifically to the Southern states.
