Southern states paid into the Federal Treasury as soon as the war was over. With the turn of the 20th Century and personal income taxes that grew with every new budget ex-Confederate soldiers, soldiers with full amnesty, were paying for the pensions of Union soldiers in higher percentages, without any to themselves. States were already paying pensions, but the Federal pension was one sided.
