From the messages I'm reading I understand that Meade's order was more of a suggestion, since he was not familiar with the area, not as much as General Reynolds, and he respected Reynolds judgement enough to pick the place to fight. Meade even wrote an order (his last to Reynolds) to converge at Gettysburg but he never sent it?
