This is interesting because Winfield Scott was a very close political advisor of Lincoln's. Scott would have been in a position to convey Lincoln wishes to Anderson. Anderson also had been appointed to a board to evaluate the West Point Academy. So he would have been in close contact with the political establishment in Washington.
