Yes Foster's detailed reports of the progress of Fort Moultrie show a command ready to repulse an attack prior to the retreat to Fort Sumter, even though they were not expected to do so by the President and his cabinet. There are several reports also the planting of explosives or mines as a further means of defense. The Charleston troops had to wait to occupy Fort Moultrie to find these explosives. I do not know what they found if anything.
