That is a matter of opinion. As George and I have already explained Moultries was Abandoned by FFederal authorities without appearent provacation leaving behind dangerous military ordinance and devices. The Charleston Arsenal was surrendered by the commandant several day after Anderson had moved to Fort Sumter in violation of his orders which were well known among the South Carolinians. The Commandant of the Arsenal complained that he and his Garrison were being kept within the confines of the Arsenal by the sentry posted around it for their protection and the protection of the Arsenal. And that they were only allowed outside of the arsenal for official business, BUT no southerners occupied the Arsenal Grounds until he surrendered it.
I can not comment on Fort Pickney, but I will bet that a simular situation existed there also. The security of Military arms and ammunitions and the public safety should those arms and ammunitions not be secured. There is not one incident that I can think of where the southerners occupied any of these sites by use of force. Can you give references to any case where force was used by the Southerners?
