I don't know about 1998. This year there were over 12,000 total reenactors with 100 field pieces. About 60 Confederate guns blasted away for at least an hour before 6-7000 Confederate infantry made what was billed as the largest ever Pickett's Charge. The Redding Farm and adjacent land was brimming with people. I don't know how they could have handled more. I'm anxious to see what is in the works for the 150th. It's hard to get enough land to hold these "mega-events".
